This may be related to closed ticket 594. Here's what I did. Start fresh, hit "Choose dataset" button, scroll down to the SODA-POP v2.0.4 monthly means and then select "temperature" from that.
When inside the dataset, click the "Apply Analysis" link. Then using the scroll bar that shows up, scroll all the way to the bottom. The shaded selection box will also scroll down. Then, under Analysis type, select "Average". The pan buttons then jump up to cover the "Choose dataset" button.
These quirks do get reset when the refmap gets redrawn, for example if I then choose "Longitude" for the "Analysis region type".
I've attached a gif of the refmap in quirk mode...
