Animations don't seem to be able to skip frames #800

In the animation dialog, there is this "Plot every _th Frame"

But the animation scripts don't seem to pay attention to anything that is entered as the skip factor.

Testing with the NVODS server,

World Atlas Monthly, temperature, Animate every 2nd frame, plots Jan, Mar, May, Jul...
AVISO SSALTO/DUACS - NRT MSLA - Merged Product H-Low Resolution product, (daily data) Plot every 10th frame from 1-Aug-2006 to 30-Dec-2006 plots Aug 1, Aug 11, Aug 21, ...
