Add a new section in the "Submit to Archive" interface to enable users to link the current submission to a previously published dataset #75

A very important thing OAP wants us to do in the next 3 years is to link biological OA data with chemical/physical OA data. To do so, we have to enable the SDIS users to indicate how we should link the current submission with some of the previously published data sets.

I think a good place to make that happen is in the "Submit to Archive" interface. To make it easier for users to find a previously published OCADS dataset, we can also provide a link to the OCADS Portal here. https://www.ncei.noaa.gov/products/ocean-carbon-acidification-data-system

Ideally, we need to enable users to indicate linkage to multiple previously published datasets.

To me, this is metadata information, and not submission information and, as such, belongs in the metadata editor and not on the submission page.

I am working on adding a "related" section to the Metadata Editor.
