update to new predictors and train with one week data

• Updated train, validate, and test split for one-week training.
• Included the setting for the set of predictors that is consistent with the current online NNs.
• Updated submit script so that it is only training single NN (using previously obtained hyper-params) for each variable.
• Please go to the workflow.ipynb Evaluation section to grab the scores for the plot.

TODOs:

• [ ] Add conversion code to netcdf
• [ ] Add directory to linear baseline dataset
