stoch_out restart file not written out at end of run #38

if the forecast is a restart with CurrTime != StartTime.

Example: If

StartTime= 2019 11 20 0 0 0 CurrTime = 2019 11 20 3 0 0 StopTime = 2019 11 20 9 0 0

Only stoch_out.F000003 and stoch_out.F000006 are written (no stoch_out.F000009)
