Add common NOAA items to the footer #145

Using what is on the AIM system, we should include the somewhat standard set of footer items on the docs site. Below is what is on AIM.

Using the footer from NOAA.gov, I have produced the following:

As best as I can do, it is also reactive -- similar to NOAA.gov.
