RDHPCS FAQ stuff #165

This should not conflict with any other outstanding PR's. I've added a FAQ tab which will show up on the sidebar. It links to RDHPCS Office Hours and Recent User-Facing Changes (and I've defined "recent" as this calendar year, which is already too long). I'm using the FAQ title because it corresponds to a CommonDocs heading for this material -- I'll defer if there are better idea.

But... the content doesn't seem to be FAQ's at all -- it's a listing of changes and meeting minutes, which I thought were not being incorporated into this site...

Yes I know. That's how it is on the current site though, and we can socialize what to call it, i don't care. The Support Team explicitly asked that this content (recent changes and office hours) be part of the new site. We can have that discussion with them.
