Search function is not pulling results correctly - see issue #106 #207

I'm thinking there might be a key search index that isn't matching the documentation as we can't find items easily. I'm adding some notes that the new documentation does not find items that the old Wiki search did find. There are many examples - I provided two below:

NOTE: I'm unable to search for topics that exist in the Wiki Documentation today. Example: searching for "WARNING: REMOTE HOST IDENTIFICATION HAS CHANGED" and it gives you unrelated links. On Wiki it gives you this : https://rdhpcs-common-docs.rdhpcs.noaa.gov/wiki/index.php?title=FAQs_-_Frequently_Asked_Questions#WARNING:_REMOTE_HOST_IDENTIFICATION_HAS_CHANGED! And it doesn't give a lot of false links. This will make users unable to find simple things in the documentation. Overall, I could probably provide 100 examples if I had enough time to add them all here. Another good one is "reset passphrase" - it should take you right to the spot in the documentation where we reset the passphrase, but it does not and I think users will get lost.

Searching for 'reset passphrase' provides accurate results: https://docs.rdhpcs.noaa.gov/search.html?q=reset+passphrase#gsc.tab=0&gsc.q=reset%20passphrase&gsc.page=1

Need some clear examples of what is not being found.
