Start of Google Search #86

Add items to configure the search to use Google Programmable Search Engine. Includes new templates to override what the theme has, and the configuation item to add the GCSE.

Removing the configuration item should generate the same files as the base RTD theme.

The PR is ready. I have put in a request to use the no-ad version of the Google search. Until that is awarded, or I get an ID for a NOAA-specific search, we will have some ads in the search, although that may already be done.

I also made a few UI updates to make the footer and navigation look better on smaller screens.
