Update modulefiles to LUA format and remove old machines and fv3 modulefiles #70

This PR brings in changes that convert current modulefiles to LUA format. This is in-line with what NCO requires for WCOSS systems, and is supported by RDHPCS systems.

@akubaryk tested on WCOSS2, I tested on Hera/Cheyenne to make sure nothing was negatively impacted.

Note: The feature/lua_update branch in NOAA-SWPC/NEMS created by @akubaryk needs to be merged BEFORE this PR, so I can update the .gitmodules and NEMS hash here before this get merged.

This change requires no action from users, and has been tested on all supported systems. Merging.
