This PR adds the following improvements and features:
Improve IPE coupling interface by adding the ability to:
(a) run coupled or standalone as NUOPC component regardless of the imported fields being connected;
(b) Allow running multiple instances of the IPE component at the same time
(c) Standardize usage of verbosity and diagnostic attributes. Specifically, diagnostic level is set to 131072 (bit 17) for field diagnostics and to 262144 (bit 18) for validation of mesh coordinates. Bits 1 through 16 remain reserved for NUOPC standard diagnostics. according to NUOPC. Diagnostic output was reformatted and is now directed to the ESMF log files.
(d) Build coupling mesh using absolute heights (km).
Prepare IPE to couple to external I/O component (SWIO) by exporting ion species, ion and electron temperature, and ExB components
