This PR implements:

error handling throughout the IPE code base
warnings messages from CTIPE
improved synchronization of internal clock with NUOPC-provided clock when coupled. This solves the leap year issue in WAM-IPE, but IPE's internal clock is still faulty and needs to be fixed.

I have compared the runs between current develop (with transport) and ipe_refresh. The results are bit-by-bit identical. So, if you can find a good strategy to get it merged. Please go ahead and merge it into the develop branch.
