WAM Restart files need to be timestamped #21

As-is, I believe WAM only writes to a single set of restart filenames. This is unacceptable for a variety of operational reasons, and should be addressed with reasonably high priority.

Not convinced this is a pressing need anymore, and the implementation is more complicated than I thought anyway; will close and maybe revisit.
