Verify and improve the T254 WAM has been delivered by Valery & Svetlana. Prepare a version for high-resolution WAM-IPE coupling.

Have done one month run (March 2009) by WAM-T254.
The following is the comparison between the WAM high-resolution run and the corresponding MSIS results.
