Adding AOML's GitHub organization #7

Hello @NOAAGov!

We at AOML have created a GitHub organization @NOAA-AOML to hold our repositories. I believe all the repositories and other activities are in line with the NOAA GitHub policy. I have added a link to our organization to this README.md file. Please follow up with me here or at luke.thompson@noaa.gov if you have any questions or concerns. Thank you for creating a system whereby we can share our code and research!
