TDISS on u and v points #83

In mysource this is now correctly specified on u and v points. Needs to check this doesn’t need a halo exchange when tdiss is read in (or are halos automatically populated when read in)

I would have thought that iom_get populates the entire array - is there something you've seen that makes you think otherwise?

Nope I would have thought so too - was discuss issues with Yuri and this was one of the only things to come up diffing mysource, J.
