[Bug]: Adding/Removing Vegetation doesnt work as expected #214

What happened?

When you select the vegetation tool and Add/remove Low vegetation and Rock, it doesn't really work as expected.

How did it happened?

I have selected a blank area (No High Vegetation / No Rock / No low vegetation) for my ruins, but as you can see, there is still Low vegetation and Rock. Basically, only High Vegetation work as expected : if i put the maximum, i have a lot of tree. 0 give me no tree at all.

But Low Vegetation and Rock, not the same behaviour. I tried to select a small part of full low vegetation and i only have a few.

I also notice that base on your settings when you create the world, low vegetation and rock tend to adjust to that settings when you try to change them afterward.

If you didn't touch the settings when you create the world and try to Lower Rock/Low Veg, it keeps the medium settings from the world. If your settings when creating the world were Nul for Rock and/Low veg, you will be able to have less rock if you choose to or less low vegetation. Guess there is something wrong here. Note that for the High Vegetation there is not issue whatever your based world settings are.
