Page 20 of bulletin 70 (HTML: http://www.isws.illinois.edu/atmos/statecli/RF/download.htm, PDF (9.2 MB): http://www.isws.illinois.edu/atmos/statecli/PDF/b70-all.pdf) has the following table comparing the ratio of thresholds from the 1941-1980 period vs. the thresholds from the entire 1901-1980 period.

Adjustment Factors for Climatic Trend by Section and Storm Period

Climatic Section 24 hrs 48 hrs 72 hrs 5 days 10 days Combined
Northwest 1.06 1.05 1.06 1.04 1.04 1.05
Northeast 1.07 1.04 1.05 1.03 1.02 1.04
... (and so on)

It would be interesting if we could run this same analysis on 1980-2016 and see if the same sort of trends continued. Would require completion of #13.

Edit: ratio was of 1941-1980 period vs. whole period, not vs. 1901-1940 period.
