This migrates the website to use Bootstrap 4

Pros:

Simpler code in many cases (eg. the dowload button on mobile)
Doesn’t require us to support IE9 and older
Uses more modern web features

Cons:

Drops support for IE9 and older
Might contain some bugs that slipped through testing
