Suggestions: HTAP-Options changes and timeout

I suggest the following commits:

930116b replaces all Opt-H2K-EffRValue with OPT-H2K-EffRValue (the letter-case) to make it the same in walls and other assemblies. Also for the roofs, it only uses OPT-H2K-EffRValue and sets all <Opt-Ceiling> to NA for consistency.
72aee41 changes the $maxRunTime to 25 and $maxTries to 3.

Commits ff839ee, d4ca164, & 9d51beb are just showing when I have merged the general-dev branch with my fork and should not change anything.

Noticed this problem too. Would it also make sense make maxRunTime or MaxTries configurable from a .run file or via command line?

So far we have been good with these numbers, but I can see the value of having a CLI switch like --maxRunTime=X for when we want to run HTAP on a slower/faster machine; if that's not too much work.
