This RFP is from the Great Lakes Observing System, with proposals due March 12, with projects running 12 months from May 2021. The program supports projects ranging from 20K-150k USD, 10-15 projects averaging 50k USD.
Perhaps this could an opportunity for NRCan, USGS, and/or IoW to pursue some funding that we can allocate to binational geoconnex and related activities. In particular, these areas of interest seem potentially relevant:
"Expansion of the Great Lakes observing network by deploying new observing assets in areas that are currently poorly observed, where data is wanted to serve stakeholders’ needs." - I'm imagining some kind of observation location cataloging activity, an output of which can be PIDs/ linked metadata for "all" current assets in the region from "all" organizations. Use case would be an asset planning tool that highlights areas with poor monitoring coverage for various parameters.
"Development and/or improvement of data management workflows and frameworks using cloud based technologies to handle data ingestion, storage, transformation and dissemination" - I'm imagining some kind of convening around SensorThings and/or OAF, coming up with a waterml-grounded schema and data content standard for STA and/or OAF for stream-based, groundwater, and lake observations.
