As a administrator, I need to configure my node to send notifications to a series of other nodes. The mechanism is not defined on how and when it should be done (manual trigger ?, upload of fresh dataset ?, based on time recurrence ? all of them ?). Ideally, nodes should be discoverable but it should also be possible to manually register another node in some sort of catalog. It should also be possible to configure which node should receive notifications (or maybe, let the receiving node to decide ?).
It should be possible to identify nodes that have been discover and those entered manually
