add time delay to receipt of investor funds #5

if an investor ask is successful and the amount asked for is above zero, then the requested funds are received in the next time step

should we build in a time delay to reflect getting through the red tape of funds transfer?

Will not address - although this would make the funds dispersal more realistic, it's unlikely to change the outcomes of BTD scenarios.
