adjust IS equipment depreciation #62

the outflow IS equipment depreciation should be formulated such that IS Equipment Useful Value declines linearly.

After implementing, compare results to determine how big an impact this change has on the overall results.

Making the depreciation linear under all conditions would require adding a lot of memory (delays, conveyors, etc.) to the model. I made a safe approximation that creates a linear depreciation over the depreciation period.
