Haystack 4 has official rdf serialization.

Do we support haystack 3?
Is there additional work that will need to be done on haystack RDF to support it?
Do we support Haystack JSON?

I think we talked about whether we want to include all implementations, or just conjuncts/protos as the only way to implement Haystack, which is my preference to align it with the BENEFIT project. FYI @gtfierro.
