Single-zone HVAC operation schedules not aligned with building-level occupancy #202

Found a case (job5/bldg0000301 in core_update/com_8c7b717_stds_902bf18_update) where a ComStock DOE Ref Pre-1980|RetailStripmall|FullServiceRestaurant with PSZ-ACs had Retail zone system operation schedules that were always on on Sundays, because zone-level occupancy passed the 'occupied' threshold, when building-level occupancy did not. Thermostat and loads schedules followed building-level schedules.

To do:

  1. Investigate whether the issue is in the StripMall Bldg Occ schedule generation
  2. Perhaps modify system schedule creation to use building-level occupancy
  3. Perhaps add logic to override building-level T-stat/load schedule adjustments with zone-level?

Additionally: Small and Large office default occupancy schedules are always off on Sundays, and are thus not modified by weekend hours of operation inputs. Since system availability schedules are set based on occupancy schedule, this results in systems being off on Sundays, even if other load schedules (e.g. equipment) indicate building operation.
