Some buildings use gas for only some of the HVAC systems. Add support for multi-fuel / multi-hvac buildings.

@asparke2 can add more thoughts

This should be investigated as part of the CBECS 2018 HVAC update. E.g. there are 427 entries where ELHT1 ('Electricity used for main heating') = 1 and NGHT2 ('Natural gas used for secondary heating') = 1, and 992 cases of Natural gas for main heating and Electricity for secondary.
