Add the Adjust Hotel Occupancy measure to the workflow #243

Water uses can now be assigned to individual spaces per the OpenstudioStandards::ServiceWaterHeating.create_water_use() per https://github.com/NREL/openstudio-standards/pull/1820.

Add the adjust_hotel_occupancy measure to the workflow, which will adjust water use and other loads based on seasonal room occupancy.
