Bring in changes from last review meeting #7

This PR adds in the changes from the review meeting that was held in Jan 2024:

  1. Add in dummy chip thermal model federate
  2. Add in cost model as post processing

It also tries to generalize the energyplus federate class to a mostcool federate class, so we can allow other models to use it.
