Multi-Speed heating coil issue with HSPF 2

Issue overview

I tested a defect file of a helpdesk ticket 16700 in EnergyPlus Support and confirmed there is a problem how the HSPF is calculated. The HSPF and HSPF2 shouldn't be significantly different. This is a defect.

The investigation has revealed two key issues that have led to the significant differences observed between the HSPF and HSPF2 values for multispeed ASHP. These issues were:

(1) Incorrect value is passed due to order swamp of function arguments in MultiSpeedDXHeatingCoilHSPF2. (2) The local VAR OATempCompressorOff was not assigned a value and used its initialized value of 0.
