It is a little hidden. The Boiler:HotWater inputs were enhanced to allow better modeling of condensing boilers. If you open the documentation main menu, EPlusMainMenu.pdf and use the indexed search feature "condensing boiler" is found once. It is an example input for Boiler:HotWater (but the idf snippet has an error and still says "boiler:simple" the old v2.2 name).
There is also additional information and curves for boilers in
\EnergyPlusV3-0-0\DataSets\Boilers.idf

I saw in the new feature list of V3.0 a condensing boiler, but I'm not able to find it in the program and in the engineering reference, can you suggest me where to find it?

Look under "Simple Hot Water Boiler" (input object Boiler:HotWater).
For condensing boilers, dual independent variables are normally needed for the boiler efficiency curve output.
In the Input Output Reference under "Boiler:HotWater", the example IDF shown on page 525 is for a condensing boiler (NOTE: Object name in this example says "BOILER:SIMPLE"... that is a typo that will be corrected with the next release). This is just an example for one specific condensing boiler ... you would need to develop curves for the specific boiler that you are considering or plot this example curve to see if it gives the performance you are looking for. This example curve is NOT meant to represent a "typical" curve for condensing boilers.
