HVACTemplate:System:* support preheat coil type of HotWater but IDD and docs do no indicate this #4890

Followup to #4328 Need to confirm which system types support hot water preheat, create (or modify existing) test files to exercise it, and update IDD choice list.

Testing of v8.3.0 revealed the following: HVACTemplate:System:VAV supports all four preheat options, but for some reason the svg drawing does not connect the outlet from the hot water preheat coil to its OA mixer.

HVACTemplate:System:DualDuct supports all four preheat options, and the svg diagrams appear correct.

HVACTemplate:System:ConstantVolume does not add a preheat coil of any type to the expidf, so all options lead to None. (running with current develop as of 2015-05-13 the preheat coils do get generated, so that much was fixed recently)
