Add steam to hot water heat exchanger #6595

Steam heating is common in commercial and university campuses. Often, steam energy is transferred at the building to a hot water system via a heat exchanger.

Currently OS users can make both steam and hot water systems, but cannot link them together. This forces modelers to use HW boilers/systems to approximate the steam systems, which isn’t accurate and reduces confidence in the energy model.

I also have the need to model the popular configuration of a source-side steam loop interfaced with a load-side hot water loop via a fluid-to-fluid heat exchanger. Per Mike at EnergyPlus 04/09/2018, this is not currently possible. I look forward to the introduction of this new feature!
