Issue overview

In a setup with WaterHeater:HeatPump:PumpedCondenser and WaterHeater:Stratified, the variables: Water Heater Use Side Heat Transfer Rate and Water Source Side Heat Transfer Rate are not balanced by a factor of 3 (see attached model)

@ecoeficiente I'll be taking a look at fixing this defect. Could you please provide any more information about your issue? (For example, I am wondering which E+ version you used and what "a factor of 3" means.)
