Fix the CI for the new GreenHEART repo

This PR fixes the tests so that the CI successfully completes. This mostly stemmed from updating the relevant FLORIS files to the latest version. More details below.

updated FLORIS inputs files to v4 that weren't ported over from https://github.com/NREL/HOPP/pull/364
- FLORIS v4 now uses absolute power instead of power coefficients for the turbine definitions
fixed resource file paths for greensteel tests

TODO:

[x] bump version number for patch (thanks @RHammond2)
[ ] back-merge main into develop after PR is merged
