Expose `dc_ac_ratio` as an input for PV

This pull request allows the user to specify the dc_ac_ratio for PV from the hopp_config.yaml file.

Please pull in the latest updates to the greensteel-eco-sync branch, it should fix the CI tests. It looks like now the ac_dc_ratio feature is redundant with #338.

It does appear there are other changes to eco framework, optimization code and setup.py, please update the PR description to describe those changes.
