add link to pyeagle in jupyter docs #551

Adds a link into the jupyter documentation section for an internal tool for launching jupyter servers on eagle/kestrel compute nodes.

@yandthj - Thanks for the review and the suggestion! I've updated the README in the pyeagle repository to use python 3.9 for the conda environment creation command for eagle.
