Units of Measure #185

The application needs to be able to support multiple unit options and potentially currencies. This is something that is already in place in MEASUR and VERIFI. I have already pulled in the unit conversion mechanism for listing units by type and converting values into JUSTIFI we just haven't hooked them up.

I tentatively tagged the entire epic in the Advisory board demo. I'm not sure this epic needs to be feature complete for that demo. It's possible some of the issues would accomplish what we want for that demo

We like this one high b/c it is easier to do now. Makes board happy :)
