Initial routing for linear project application flow. #25

Home -> User Dashboard -> Company Dashboard -> Facility Dashboard -> Project Dashboard

Hardcoded some router links for the time being, ID's in links will be set once we have our data setup.

I created individual modules for User, Company, Facility and Project dashboards so that they can be standalone if needed down the road. Just provides more flexibility when working inside the individual modules.

At this time it might seem a little odd to have a component just for a "router-outlet" but as the components get more flushed out with content it will make more sense. Also allows for the parent/child relationship of the routes.

If we want I can create static pages for the additional links on the home page (Explore NEBs, Learn More, Settings, Help & Tutorials).

"Skip this screen" checkbox will be implemented once data setup is done
