The water/waste water are turned off for board demo. Creating this new issue to revisit after demo.

Several things around the units, energy use, cost for water/waste water on different pages (facility utility, industrial equipment, assessment, energy oppo), need @koay9f 's clarifications on the requirements.

Changes:

[x] Unhide water and wastewater utility in facility page and assessment page
[x] Remove water and wastewater utility from energy use calculation (by zero hhv default value)
[x] Change annual cost to annual utility cost

1 - water & waste water do not need "higher heating values" as we will not roll them up into the total energy costs (b/c they are not energy) 2 - I don't think it needs to be included as a line item near "Total Energy Use" (though we can ask others) but the cost should be included in "Annual Cost". It might be new line items in report charts 3 - rename "annual Cost" to "Annual Utility Cost" 4 - first glance, the last screenshot looks okay. they just will be in kgal or similar and unit costs will be in similar units ($/kgal)
