Initial application scaffolding enhancements for project wizard workflow. Dashboard enhancements with tabs for each dashboard. Sidebar added for additional navigation. Initial data collections forms for general information regarding. Flattens routing to reduce children usage. Lots of content to be added later, just have placeholder text for now.

Hotfix: reset database issue. Will navigate back to home screen if missing relevant data
