new CC mapping between CEMS and EIA #2

Need to fill in missing EIAPlant and EIAUnit entries for units added after 2016

source meta data (emission_1-17-2017.csv) added to bin.

CEMS id is created as { Facility ID (ORISPL)}_{Unit ID}
Interested in any Unit Type containing Combined cycle

Adding '2393_4', '2393_5', '2393_6', '2393_7' back into CEMS_cc_map to make sure we capture all data from those generators (i.e. I don't think they are duplicate as much as miss-named at times)
