ZERH v2 ruleset should use ASRE not SRE for mech vent #682

We should review all other program specs to ensure we are using the correct efficiency metric (adjusted vs unadjusted).

As per Jamie, ZERH MF V2 ERI Target specifications should reference a 65% ASRE (not SRE) for climate zones 4C and 5-8. They’ve made this edit to the draft program documents.
