fix parsing of rubocop when using openstudio cli #32

Addresses #31

@macumber we'll want to release this change with the next version of OpenStudio. This fix allows you to run the OpenStudio CLI measure testing in the directory of the measure.

For example: openstudio measure -r .

I tested the package and it worked as expected. I'm going to merge and release a new gem.
