Temp rebuild 3.7.0 with E+ package on my fork that doesn't have dependency to libomp (m1) or libgcc_s_1 (x64)

@wenyikuang This is what we released 3.7.0 with, should we merge this? Or we revert back to develop having an E+ package that needs libomp / ligcc_s_1 on mac until the next release?
