add filter on PSSE line status #34

Generally, we probably shouldn't be populating PLEXOS with lines that have status=0 in PSS/E. If we do import the lines, we should give them a units=0 in PLEXOS.

Probably should do this will all PSSE object types (nodes, generators, transformers, too)

This should change in PSSE file parsing, not in c1
