Add wind speed information to satellite data. #44

We need to have a customized filed for the anemometer height in the satellite data.

the glossary https://duramat.github.io/pv-terms/ erroneously indicates that the wind speed is at 10m.

We want to have the weather.get method put in a meta data value for wind speed height. Then get this to propagate through with a wind_speed_exponent variable with a default of 0.33.
