Miscellaneous setup.py, docs, and test cleanup

A quick first pass to get things running and building successfully. I'll follow this with PRs for setting up RTD and GH Actions. Please review and suggest changes, I'm happy to make edits!

Some other things I noticed but didn't address here:

• conf.py copyright and authors -- NREL & University of Florida?
• skimage or scikit-image? pip complains about skimage
• sklearn not in requirements.txt
• one of the tests spawns a blocking window
• I get a few test failures locally:
  • FAILED tests/test_panel_segmentation.py::test_estimate_az - AssertionError: got <class 'numpy.float64'>, expected <class 'int'>
  • FAILED tests/test_panel_segmentation.py::test_cluster_panels - assert False
  • FAILED tests/test_panel_train.py::test_load_images_to_numpy_array - assert (80, 640, 640, 3) == (36, 640, 640, 3)
• test_panel_train is extremely slow to complete?
• ~tag v0.0.1 in the new repo~ nevermind, already done
• suggest tagging whatever version gets used for your paper and upload it to Zenodo
