Add gh actions pytest workflow #2

Just a basic configuration for now -- only one environment (requirements.txt) and the three currently-relevant python versions.

I am surprised to see that GH is not picking up the new config. Maybe the first GH Action workflow needs to be set up through their web editor, I'll try that.

Edit: I bet it's because I opened the PR from my fork instead of the main repo, so it doesn't automatically run the workflow for security reasons.
