Currently, we add a fix hurdle rate to each of the transmission lines that we create from the ReEDS parser. Some ReEDS efforts requires that we can modify the hurdle rate dynamically.

Proposed solutions:

Plugin that updates the transmission lines and updates the hurdle rate based on a region selection
